A quick search came up with Charles Carpenter, who was active beginning in the late 1790s and into the 1800s. It looks like that date is 1840, at which time he would have been 53. So it is possible that it was him. He worked in Boston, Massachusetts, roughly 500 miles from you. Good luck on further identifying it!

Charles Carpenter. Norwich, CT. & Boston, MA. Late 1700's through early 1800's. That is an oldie! Where did you find it? Really nice old piece.

i picked this and the 4 other pieces i listed in this forum for hallmark id's at a garage sale for 50 cents total

This too is Russian piece .....is that date 1849? and the makers mark translates as "SS"...
