From right to left, Ships Anchor (Common mark for silver) 84 is likely a date letter, (Does not mean 1884 the 8 and 4 could mean anything) C.O 1885 is likely when the company was founded. c.r. is likely the company that made it. I think its British... This is the best I could do, I could be wrong but this is my best guess.... Cool find !!

this is what i came up with so far
Russian piece
maker unknown,
Assay master is Stahiy Orlov. (СО - cyrillic) dated 1886
84 zolotniki or 84/96 or 875/1000 parts pure silver or .875
Town mark of Odessa (now in Ukraine)
all i need now is the maker
