The NE 2nd Edition of the NE Trade Tokens Book says 1939-1942 Billiards & Beverages. There is also one made of fiber and that tells me it was during WWII when that material was often used in place of brass and aluminum. Your piece is shown as Rarity 2 (91-200 known).
