How did the Coroner get involved in treasure trove?

Just wondering how the Coroner got involved in deciding on what is a treasure trove and what is not, and what is the value of an artifact. Do they have special training for this, or did it just come with the normal duties of a coroner? From my point of view, it seems to be working quite alright, but how do you Brits feel about it? Seems much better than a lot of other countries and states, that just want to grab what they can get, and leave the treasure hunter to pick up the bones. I have seen so many of your post of finds, that were turned in, if it was anywhere else, Im sure most of those finds would end up in the finders pockets.
