how in the he** do i read these coordinates?

Looks like section 12 and 15 township 9 west, range 21 east Near Troy, Alabama. Found it on Google Earth
 

Section, Township and Range can be part of a legal description of a piece of property.

Example:

Longhand description reads as follows: The Southeast Quarter of Section 31 Township-125-North Range-87-West of the Fifth Principal Meridian. The same description in shorthand looks like this: SE¼ of Sec. 31 T125N R87W of the 5th P.M. or, still shorter, like this: SE¼ 31 T125N R87W. An improperly constructed land description might look like this: The south east quarter, of section 31, township 125 North, range 87 west, of the fifth principal meridian. Or: se ¼, of sec. 31, t 125 N, r 87 w, of the 5th pm.
 

If you take a look at a good quality map it should have the range across the top and the township along the side.
 

The only thing missing is which Baseline and Meridian. What State are you looking for?

Here in the western states there are different B&M,s for different areas/States. I dont know about Cadastral surveys (PLSS) east of the rockies.

California/Nevada use the Mount Diablo.
California South - San Bernardino.
California NW - Humbolt.
Arizona - Gila and Salt River

Townships are 36 Square Miles Divided into 36 Sections 1 mile Square (640 Acres).
It is a very easy way to locate any property anywhere in the US and is used for legal descriptions of all land and mining claims.

Sections Start in the NE Corner:
