It's some sort of handle thing ? The black part looks like ebony wood ? The base where the teeth things are is marked
BREVETE , and then there are some numbers that I can't make out .

It looks like the handle to a ladies powder dispenser....the powder was inside the handle and the (teeth) held the powder puff
