It appears to be some kind of "Naval" (Wax?)stamp. The flag is backwards from what is normally shown.
The 2 missing indents were probably from the handle and meant to prevent from pressing too hard.
But if pressure was applied to the 'top" of the flag it probably broke.
Just a guess.

Are those indents or tabs that are folded over ? Hard to tell. Got a pic of the other side ?

the fouled anchor design is normally navy related --might be a button cover or something similar..
