It looks like a smashed oil lamp...the wick would go in the spout thing, the top would unscrew for putting in oil. Just a guess.
Thanks Creaky Digger, But I could not find no images of vintage metal oil lamps with the two smaller holes on both top & bottom. Also the top appears to be a lid that is on a hinge that opens & closes.

Fair enough, but you'd be surprised how many things that have existed of which there are no pictures on the internet.
