It might not be but just a background on where i found mine (could've been dropped later). Actually looks more like 1920s if I had to guess but might be 1890s, good dig tho buddy!

My best guess would be a sash buckle of some type, a ladies accoutrement but I'm no expert there

Likely a ladies sash buckle, looks like you got an OLD picnic site, keep diggin' bound to be more stuff
