Looks like it. The business strikes weren't that shiny from what I can tell of the pic. I've found a few too, they're cool.

1961? if so, then it HAS to be silver
does the rim show copper? if not, then it's silver. Also, get a scale if you want to know for certain. Could be plated.

Looks like a proof to me. Since its 1961 it is silver, so its a keeper either way.
