.. but it is made out of thin stamped copper and measures 1.5 inches in diameter. .. What do you all think?

Did they ever make bottle caps out of copper? I have seen stamped bottle caps but I am not sure what they were made from

That's the million dollar question! I haven't been able to find any in my searches yet.
 
Maybe some sort of bottle cap liner. (Just guessing)
 
The serrated edge wouldn't lend itself to a cap liner very well in my humble opinion. Could it be something on the order of a bridle rosette?

I think you may be right .. the skin of an old rosette .. I suspect it originally looked something like this.
