I found this old coin/token in a field near a house seat (the house was gone before 1950) in Arkansas. It has had a hard life and is difficult (impossible in some places) to read. I don't think it is made of precious metal. It is slightly larger than a quarter. The front has a side view of a man with unreadable writing above and the name James M(unns?) below.

The reverse has a lot of writing and the best I can make out reads:
OF
MINISTER
GOVERN RGI
RY OF
SECRETARY OF STATE
PU FLORIDA

I am curious about what this coin might be. Thanks for your help in advance.
