ID on this ring?

Found this ring in a local park about 6 inches deep. Did not see .999 or .925 anywhere so i did not think much of it. I thought it was costume. My buddy took a close look at it and saw a makers mark on the inside. It appears to be a small hachet. Also inside the ring it appears fused together, like not one perfect circle. Any idea what this is or what its worth? Is that real turquoise?
