Thanks Birdman and Jeff,

No name of anything around where it was found that I know of. I was thinking it was someones initials and they lived at number 27, but the area I found it in had a road there which is no longer there and on that road had a single dwelling. Unfortunately this topo map I got it from does not have street name or any identification of the house.
Writing to the historical society of the town (Wallkill, NY) to see if they can possibly give me anything about this house and maybe who owned it.

Does it have anything on the flip side showing it was fastened to something? I dont see anything from you picture like holes or loops. Logically J.W.C. is a name like johns water company or Johnstown wine cannery, the No.27 indicates there were more, at least 26. thought it was a barrel marker from a winery, but not seeing the back and no mounting holes I can't tell.

I was wondering about how it mounted also. It does not have any mounting holes on it and you can see that the corners are tapered. Maybe the mounting holes were on those corners but they do not seem to be jagged like if it was ripped off whatever it was attached to.

Sort of like a tool Tag.

The Initials "J.W.C." could be their Initials.

The Number "N 27" their I.D.

and they carried it in their Pocket, in case something happend.
or to keep track of Bushels Picked, and who picked them.

Just a Guess at this point.

Mines Or Farms in the area ?

think there was farms in the vacinity. Maybe one of the tenants in the tenament house was JWC. I'll have to research the area a little further.
