It could possibly be a Shaft Straightener, but my guess is it's a natural stone that had a soft spot erode out of the rock that left the hole.

Just my opinion, but looks natural.

If it was a shaft straightener usually it would be a lot smoother on the inside from use. Look at inside of hole with a magnifying glass. If it was man made you should see marks from drilling, or smoothness from use, but then again this is just my opinion...

That wallowing out around the hole looks to me as though it was caused by it being used for something. If the rim of the hole is similarly, irregularly beveled out I'd tend to figure you have a tool of one sort or another, be it shaft-straightener or something else.
