Is it an Iron Animal Yoke?

This is my second posting from the Caribbean Island of Trinidad and Tobago. The first item: A sawmillers anvil was easily solved. I purchased two items together from a farmer who owns an old farm. One is a Walk behind animal drawn steel plow, very rusted and without markings and the second item looks like an animal yoke to me. The two iron pieces below the curved collar have cuts which suggest that they were made to be pounded into wood. The old farm in located in an area where rice growing was plentiful many years ago. I tried finding out some more about the item in the top picture. One farmer told me that it may be a type of bullcart hitch.
