Is this 2019 Lincoln Cent an Error or just worn out.?

I look at Lincolns Head and nose
is that a strike error? The letters on front
and back..any information is appreciated

Nothing really out of the ordinary, some die deterioration but that is about it. There is also some glare from the light source around the devices which will give the impression of doubling.

No not impression not shadow's ..maybe The pics too cheezy but Lincolns head and nose is doubled on cent

The doubling on Lincoln is the die deterioration, possibly some plating disturbance as well. These are some very common sources of doubling on the copper plated Lincoln cents. There are also strike/machine doubling, split plate doubling, as well as a few other forms of doubling. Most doubling is very common and adds no value to coins, the only valuable ones are actual double struck and the more dramatic doubled dies.
