Is this a 1888/7?

I found this 1888 Indian head near an old school 1 room house. Since I figured out it was an 1888 I have not cleaned it with anything more than mineral oil and a paper towel. The last digit is the only one that's hard to distinguish. This is as good of pics as I could manage with my old phone. What says you? Is it an 1888/7 overstamp? If so what's it worth, and should I use my brass wire brush to knock the rest of the crud off?

Wire Brush? If you are THAT into getting rid of the crud, bring it up to 1600 Degrees in a furnace. The coin will melt, and the crud will float to the top. Skim it off, and there you go... No crud.

I cleaned it all I could them took it too a coin dealer (old guy) and he couldn't even make out the last 8. And as expected he just scoffed at the rest of my finds since nothing is "uncirculated". Oh we back to wasting my time digging scrap metal.
