The wood appears to be 'ash,' which is typical wood for handles and baseball bats. It would be best if you could post more photos, especially of the entire piece with a ruler.

It definitely has crude looking cross hatching, and it appears to have a hole drilled through the butt end of the handle, possibly for a wrist strap. It reminds me of some of the older cane knife handles from down here, but looking at the bored hole of the second pic, it could be a handmade custom handle for a Hand Sickle or Hand Scythe. Just my opinion ... "D"
