Is this farm equipment? Please help me identify.

Can anyone help me figure out what the item on the left is? I think it is a piece of farm equipment but I'm not sure and if it is, I don't know what type of farm equipment it is. It was found with the rivet on the right and two cut nails. It came from a farmstead that was built in 1840 and used for farming until the 1990s. Any information would help. Thanks!

I believe its a ductile pipe washer, clamp
used to pull pipes & flanges together
how do I know, I was in the pipe biz,
Having said that it could be a rail tie down
