Made sometime after 1871 or it wouldn't say "Germany" (independant states prior). Made for export or it wouldn't say "Germany" (it would say "Deutchland").

I'm guessing 1920's or 30's???

looks like a steel used to sharpen knifes and yes i would say its old as most modern models have either diamond dust or grooves to aid in the sharpening process. just guessing here though

I dont think so. Its not steel, non-magnetic, definitely brass or copper. Its thin like a knife or letter opener. I can bend it if I wanted to. I'm pretty sure its a letter opener, I just dont know it's age or value.
