Is this some sort of farm tool?

My husband bought this because he thought it was an interesting mystery. It is 16.5 inches tall at the end with the longest leg and 13.5 inches tall at the end with the short legs. It's only 4 inches wide. Does anyone know what it was used for?

It's handle hints of a "spinning wheel" base but no sign of other pieces attached.
Maybe a device for a related process before spinning?
