Well, probably the best clue would be where it was found. Assuming your "Queen City" refers to Cincinatti, that would be a good start. Unfortunately, there were hundreds of people with initials J. W. who operated a saloon or cigar store there in the 1890-1910 period. There is no way of telling which of them had the token made, but you could pick one and call it attributed.
