I think it might be the handle for a gas valve or something like that circa 1900

Top, maybe, once found a complete one. So im saying maybe yes, maybe no. To me, sorry, it the bottom bit looks too long.
My complete, the top was very very near the bottom tap area.
Still whatever it is from good find.
