Personally, I would keep it. While it isn't severely off-center, it should be worth more than face value (though, admittedly not much)... as long as you are OK with tying up an additional $0.50 in your bankroll.

Keep - I have a whole collection of the odd coins I've found. Put it in a 2x2 and write date found and error type. Sell them as a lot if you get a few and they can bring a few bucks and make it worth your time.

I would through it back. Beacuse it would be hard to sell when it isnt severally off struck, you could always keep it for your own collection though
 

It isn't an off center strike. It's a misaligned die. An off center strike would show the same thing on both sides.
