KOPS MERIT AWARD golden necklace

First time detector here: I found a golden necklace with a square blue stone surrounded in gold color, with "Kops Merit Award" and four stars engraved around it.

It was about 6 inches in the ground. And man, when I pulled that up, I found energy to dig 10 more holes in my backyard :O)

My question is does anybody know where this thing comes from...anything about it? And or a way of determining value?
