I agree it looks like a door stopper for a hinge. The hinge pin is removed and driven back in thru the stopper and the hinge together.. Thats the way I instal them. Yours appears to have a piece of hinge pin frozen inside. Can you remove the hinge pin piece? The adjustable part is also missing on yours. I agree it does resemble that type of door hinge. Only thing I can't figure out is how the door was attached if the stopper was inserted in the hinge? Those stopper have a ring attachment method. It would fit better for a stopper attached to the lower part of the door, but then why would it need the little handle?

I think it had a rubber cap on the end to act as a bumper against the door or wall.
I thought at first the pointed end was broken. The assembly attaches high up on the top hinge inside the door. As the door opens, a rubber bumper arm is on the door and the other bumper arm is on the wall.
