Solution
The measurements show a .32 caliber bullet shorter than a those for .32 Smith&Wesson pistol (which are about a inch long). It could be a .32 rimfire bullet. It looks like it was from a factory round rather than a handload. It could date from the late 1800s to the present.
I'm no expert, but that looks modern to me.
