Coinfucius found this lead toy and she's holding a building. It doesn't look like a fun toy to play with. Anyone have any ideas as to why she's holding a building and what building it is?

I agree she is holding a trophy, but I think it is a Bowling Ball. lokk below the Ball at the next level, there appears to be 2 bowling pins. I would guess this topped a bowling trophy for a womens league at some point.
