I have no idea what it is, but I don't think it is a shotgun shell because of the loop on the side. It would never fit in the barrel.

Would have to agree with duggap, not a shotshell. And most if not all where brass back when.

Is it pewter? Looks like some sort of cap that had a lanyard or small chain. Maybe a crude inkwell cap.

Close, I think it maybe a black powder flask lid, these had lugs to stop you losing them in the field.

Its from a SMUDGE pot. A wick went through the center hole and a cap was held by the eyelet.

Edit: Smudge pot, not smoke pot. We'll call it a Freudian slip, but might just have been an early morning case of bonehead

I thought that hole was added later, looks very rough to be made that way.

There is a tab on the inside, that looks like it went into a slot on another piece, working as a hinge.
So I'd say it is the top to something that opens and closes, without coming off.

the loop may actually be part of a hasp type closure.
