Leg shackle?

I found this in a steamer trunk. My first guess is it looks like a leg shackle of some type? If anyone could provide more info on this item and a possible value that would be great

Not sure what it is but not a security device.

Does it look like there was anything broken off of it? It sort of does look like a leg shakle but there's nothing to attach it to anything.

It appears to be made of brass. NO real leg shackle would be made of such a bendable metal which would be subject to metal fatigue. Might have been a part of something else. When you inquire about your found objects, some sort of size reference would greatly help!

I found this chain not sure if it goes in it or not your guess is as good as mine. All help is appreciated

Now that I see a better picture of it along with a size reference, It could possibly be some kind of lockable shackle for perhaps a mail or money satchel.

Thanks any idea on value or at least another source I can reference for more information? Any idea on age?
