It's small enough that it might have come from any number of things. 
Looks to be cast of spelter then gold painted as opposed to plated, utilitarian decoration in design.
Top of a bedpost or maybe a porch flag pole top.

It appears to be plated and I wud think that it was designed to be inside, rather than an outside ornament.
