I've heard of a tool that is used to remove jammed musket balls. It screws in so they can be pulled out. It looks like one of those jammed balls was repurposed, maybe into a fishing weight. That's juat a guess, though.
I checked, worming is the name of the tool/process.

It's definitely the right size for a fishing weight. The jammed musket ball theory sounds pretty cool.
