Are the side (red) thin and malleable? If so my guess is the base of a old squeeze tube, like shaving cream, toothpaste, adhesives, etc came in. If not my guess is that it is an old faucet airator.

The sides you have red is more of a lip to hold something on or it onto something, I'm trying to think of why the top would have been painted red, but could be just the color of the product if it was in fact a tube of something. I'm also starting to think it could have been punched into fabric to let it breath, I remember seeing some furniture(leather?) or something like but can't quite put my finger on it, very vague memory...

I've seen old talcum powder containers that had that exact piece pressfit into them.

I think I recall boots and some leather goods having something very much like these as ventilation. They fit like grommets.

If it has fibers in it possibly a humidifier for a cigar humidor.
