Looks like an 1869 Seated Half Dollar made of brass? with an iron backing

I found this near a very old courthouse in central Virginia and I have not been able to find anyone who can tell me definitively what it is. I put a silver dollar beside it for scale in the pictures.

a Google search suggests there was a 1869 Silver Dollar
1869 Seated Liberty Dollar Coin Value, Facts
But it almost looks like a Counterfeit. (Not Silver) or a Burned Dollar to me.
I can't tell by your pic of the Reverse, If there is a Possibility it as originally Connected to something and ripped off.

Hopefully someone here can shed more Light

There were some 1869's made of a brass alloy but I highly doubt that yours is one of them.

I would have never thought rosette, but it makes sense, and I don't have any other answer except counterfeit.

Cool find! It may be half of a shell card token. This one is dated 1867 but the concept wasn't limited to that year. I thought the design of the 1867 looked more like yours - also though here is another dated 1869-
