Found this heavy item. Looks like the tiny dial has grip. Maybe clock related? Boat plug? It does appear to thread all the way through. The larger part is copper. It also has number 9 on it

Reminds me of a steam adjuster from the old radiators we had in our classrooms (boiler system).
If so, it probably had a cover at one time, so the adjuster wouldn’t be exposed.
I’m not positive though. It may be too small.
