They were given out to some of the donors and to Marines that worked the "Toys For Tots" programs. I have a later one my son gave me, from his time working the program during his time in the Marines. Thing is some designs are used for several years in a row, so it can be hard to nail down a date.
Some have two dates, there is an example like yours but with a 1947-2008 date, that was the earliest date I found. So yours could be from 2007, then they reused the same pattern and just went with the double date for subsequent years that they used that pattern.
