Common sense would say that when they decided what was open, or not open, what was deemed to be 'park land' or whatever... a map was used to make this determination.
Maps have numbers on them, 'roolz' are generally referencing the numbers. You can't really say, oh you can go by that garbage can, but not by the rotting whale carcass so on and so forth and call it a law. Laws tend to be a bit more cohesive, ie you can't go north of 54 degrees latitude or west of 185 degrees longitude. You get the idea.
With this insight, you can now go and Find what map they used when making these 'roolz' and there you will find the coordinates they used when making these roolz up.
Once you got the boundary numbers you will know where you can and can not hunt. Granted roolz tend to be subject to interpretation from time to time but at least this way you have a legal precedence to stand on when you do dig... if you follow the roolz that is.
When ranger rick comes by and says,you can't dig here, ask him, ok, exactly where is here? Exactly what parts are 'off limits' make him show you the 'numbers' of the official 'law' or 'rule'. When you get the deer in the headlights look, talk nicely to him and say, ahh but I made a few calls and know differently, why don't you go talk to your supervisor, and when you learn the real numbers, come back if you want to apologize, because I already know that I *can* dig here, because *I* read the roolz.... unless you are trying to override the governor of florida and rewrite the roolz that is.... in which case you got a whole new venue to pursue.
