Occasionally, when this question comes up, some people have been led to believe that md'ing is not ok in Mexico. I think these answers were born out of people asking lawyer/consulate/bureaucrat types ("is metal detecting ok?") and getting a "no". Probably because the answer was couched in terms of shipwreck salvor type things (gold bars, export, antiquities, etc...). Or perhaps their federal laws for historic monuments (no different than the answer you might receive for the USA, if someone couched their answer in terms of Shiloh, Bodie, national parks, etc....).

Yet the reality is, detectors are a common site on tourist beaches there. All the major dealers (Whites, Fisher, Garrett, etc...) have dealers down there in the major cities. So apparently, it's ok.

Never been on a cruise, ...... but:

The question you should ask is if you will have the time?
