Melting Coins?

I bought myself a Christmas present…a nice shiny 1963 D Franklin half. The last time I bought a coin (also a Franklin half) was about over 12 years ago. Anyway while I was in the shop the Clerk that circulated examples (junk coins) were sent to be melted. I thought that was now illegal?

IIRC the ban on melting coins applied only to copper cents.
