Is it illegal to metal detect a sandbar that is in the ocean or inlet? An exposed one that is....
 
If detecting in the water is legal, then I would figure the sandbar is legal as well. I personally wouldn't think about it beyond that.
 
Be careful on Federal Land. Not sure if sand bars are included, but in Cape Cod, if caught you will loose it all (detector and equipment) and hit with a hefty fine.
