i don't have a pic yet but its about 3 to 4 feet in diameter and it was only a couple of inches ground

There is no way to help you without a pic. Large metal wheel thing could be many things.

Using google I think it is most likely this.

Could be a hay feeder. They come in all sizes and shapes.

Metal wheels were used on everything form horse drawn eq to tractors and thier equipment. A picture and exact measurements would help a lot.
