Welcome to Tnet. There's Nothing in the pictures which would suggest it's non-terrestrial... but you've told us nothing about the rock. Circumstances of find, including environmental conditions; degree to which it is attracted to a magnet, if at all; how heavy it feels relative to an ordinary rock of similar dimensions; whether it leaves any kind of streak on the unglazed side of a porcelain tile and, if so, what colour streak etc.

That does look a bit like a fusion crust, BUT, there's many things that
can cause the same effect.

Is it attracted to a magnet?

Dimensions and weight are also helpful, but the only way to know
for sure is to have it looked at (in hand) and tested by a qualified
individual.

There have been many metorites found in Arkansas, you might consider taking it to a university or something. Some of the pics I found look very similar to yours. Odds are it's terrestrial in origin but you can never be sure until you get an expert to look at it, University of Arkansas seems to have some experts. I hope it is a meteorite, keep us updated!

Note: Not all meteorites are strongly metallic, chondrites such as the one in this pic may be weakly magnetic or not at all.

This one was found near fayetville and resides at the university of Arkansas.
