Those were worn on lapels and on hats as well. I'm not sure when they were first used, but I'm thinking early 70's or maybe even late 60's. That actual rank was instituted in the mid 50's. Apparently they are still used today though I had thought that the cloth patch version had replaced them on all but dress uniforms.
