Missing dates?

So, found these last 2 in my latest bag, caught my eye for obvious reason, but having a hard time telling if they're just wear/damage, or the #'s were just mis-struck. They don't seem to be damaged or anything, so...

Probably a grease. Numbers aren't misstruck.
