MUNCHEN coin, token, or medallion?

Can anyone tell me what this piece is exactly? It was in a group of coins and tokens I bought ~ I assumed it was a fake one ounce silver round, but I don't know now! It is 40 millimeters in diameter ~ weighs 24.3 grams ~ reads OLYMPIAPARK MUNCHEN // MUNCHEN / 1000

The "1000" is very small print.

What do you think this is?
