I think they were music festival tags.

An email and pic to the parks and recreation department there might be the best bet.

the following is my best guess only....during the years stated on the tags savannah downtown was pretty much going under.buildings were being demolished just for their bricks or boarded up.WWII and other factors.I appears that a tax on jukeboxes was just one way to bring in revenue.As an avenue for research you may want to look in that direction.

savannah was one of the original cities to impose such a tax.there were several coin operated type of machine permits.music unit may have been one.they were anual and could be moved to new locations.perhaps attached to machines themselves.

again a guess but can locate no other explanation.

perhaps that in itself is a clue.suppose you are a vendor.in a collapsed economy there are no new competitors.there are a limited number of permits issued....bam...the numerical cycle would continue...I dunno what they are but I can tell you that my hat is off to any member who can confirm it.I have hours into it and can only surmise from state documents what it might be.
this a tough one
