Over the past four years since gold has skyrocketed, massive amounts of gold have been sent to the refineries for meltdown. Who are the refineries selling all that gold to?

I think some of the refineries might make their own bars/rounds to sell. I would assume the ones that don't make their own products sell the refined gold to companies that make brand new bars/rounds. Lots of new bars/rounds are being made every day by private companies all over the world. I remember reading a while back that the South African mint that makes Krugs were back ordered for several weeks on their products due to high demand from Europe.
