Mystery coin - What is it?

A friend of mine found this coin in a box containing other items. Neither of us have found any information regarding this coin. Anyone know what it is? Value? I forgot to ask what size the coin is. I think it is quarter to half size.

I'll guess that a private mint offered these tokens in 1971 and, as a perk, allowed the buyer to 'personalize' the reverse with whatever words he/she wanted.
