Fraternity pin of some kind? (though, it looks like a tie clip...what's the back look like?)
Does it have any markings on it, on the back?
It's got that hammered Roy Croft, or Scheibler kind of look to it, yet somewhat home made looking too

Yes it does look like a tie clasp or pin, but it is definitely a brooch or pin. Has the old C type clasp. No markings, but sterling. I wonder if this was a woman's brooch of some fraternal order?

In looking at my picture, it kind of looks like an "I" and a overlapping "C".

From research, this is the best I could find:

"...Women's organizations also formed contemporaneously: the Adelphean Society (now Alpha Delta Pi) was established in 1851 at Wesleyan College in Macon, Georgia, making it the first secret society for collegiate women. The Philomathean Society (not associated with the Philomathean Society of the University of Pennsylvania) was also founded at Wesleyan College in 1852, and I.C. Sorosis (later renamed Pi Beta Phi) was founded in 1867 at Monmouth College, in Monmouth, Illinois. The Adelphean Society and the Philomathean Society did not take on their modern Greek names (Alpha Delta Pi and Phi Mu, respectively) until 1904 when they took on expansion beyond the Wesleyan campus..."

When trying to research, Pi Beta Phi always came up....and then I found the above...maybe it's a female pin. Just a thought.

I like the railroad connection idea. To me, it looks like the I is actually a cross section of a rail.

Judging be the notches around the diamond, The crudeness of the symbol, & the hammered dents, I would definitely confirm this relic to be handmade with some time taken to complete the piece. I further conclude that it is a very old piece, perhaps an uncompleted ring with someone's initials. What do you think of that assumption?

It may be handmade but it is stamped sterling and is not a ring because it has a clasp.

There is always a chance that a pic of the back will help. Sometimes the sterling mark will give a clue as to the maker. Can you post a pic?
